FSNA offers the following publications to our members and branches.  Each of our publications has it’s own unique Statement of Purpose:

ON GUARD

ON GUARD is the Association’s national quarterly publication.  Available in both English and French, it is distributed to each member’s household.  ON GUARD publishes news and background information related to pensioners’ issues, reports on FSNA’s advocacy efforts, general interest topics and details on member exclusive affinity programs.  The goal of ON GUARD is to keep members informed of their rights and to ensure full understanding of their benefits. If you are a member of FSNA and are not receiving the ON GUARD, contact London branch at 519-439-3762. 

You and Your Survivors - A workbook

This workbook was designed for FSNA members and their families as a guide to help them with estate planning and with the winding up of an estate.  The workbook is available in both English and French and a copy is sent to all new members.  Additional copies are available to London branch members by contacting Roger West at 519-858-4736 or any member of the executive at 519-439-3762.

Bulletin to Branches

The Bulletin to Branches is a monthly report on pensioners’ benefits and on the Association’s administrative aspects. Available in both English and French, it is distributed to all FSNA branch executives and through Branch email bulletins to the membership.  The goal of this publication is to keep branch executives and members up to date on issues related to pension and health benefits, affinity programs, and administrative matters of the Association.

 
Issues of Concern

FSNA members and federal retirees in general, face many issues relating to their retirement benefits.  The link below provides some insight into the areas of concern identified by FSNA and our commitment to have these issues addressed.

 Issues facing FSNA members

Surviving Spouse Benefits

Survivor benefits are paid to the spouse of a pensioner if they were married (or in a common-law relationship)

:                 Before the Public Servants (PS) or Judges pensioner retired or

Before the Canadian Forces (CF) or RCMP pensioner turned age 60

Prior to Bill C-55 (1992) there was no provision for benefits for survivors of post-retirement marriages. Bill C-55 permitted retirees to purchase a limited survivor pension for the Marriage After Retirement (MAR) spouse at the cost of a significant reduction in the retiree's actual pension. FSNA considers that the MAR survivor benefit should be provided in full with no reduction in the retiree's pension.

FSNA continues to advocate for the following improvements:

Full survivor benefits for post-retirement or post age 60 marriages without any reduction in the pension of the retiree

Note: It is important to be aware that where no survivor benefit exists, the surviving spouse is not deemed a pensioner and therefore loses all entitlement to both the PSHCP and the PDSP coverage.

Supplementary Death Benefit (SDB)

In 1999, Parliament passed Bill C-78 - an Act, which established the Public Sector Pension Investment Board and amended the PS, CF and RCMP Superannuation Acts. One highlight of this bill dealt with the Supplementary Death Benefit (SDB) for PS members only. As of September 13, 1999, the Act increased the paid-up PS SDB amount to $10,000 for all PS pensioners who were previously covered by the $5,000 paid-up SDB coverage. In addition, the act also delayed the start of the annual 10% reduction of the initial SDB amount from the time that the pensioner reaches age 61 to start at age 66 for PS members only.

These changes did not apply to the SDB for CF pensioners. With reference to the SDB for CF pensioners, the paid-up amount remains $5,000 and the decrease of the initial SDB amount starts at age 61. Although there were no changes made to the SDB for CF pensioners, the Act now stipulates that changes to the SDB for CF pensioners can now be made by regulation rather than through a new Act of Parliament.

FSNA continue to advocate for the following improvements to the SDB for CF members:

                   • To delay the age at which the 10% annual reduction of SDB is applied to the initial SDB amount at retirement (2 times salary) from age 61 to age 66

To increase the SDB paid-up amount $5,000 to $10,000

 

 
Achievements

 Past Advocacy Successes

Since its inception in 1963, FSNA has been diligently working and is dedicated to advocacy on behalf of its members. The following are some of FSNA’s past achievements:

Obtained pension splitting for seniors

  1. FSNA was part of a common front of 22 retirees’ organizations that lobbied to convince the federal government to allow pension splitting for tax purposes effective for 2008

Obtained a material pension increase over age 65 after 2007 for pensioners born after 1942

  1. Pursuant to a position paper submitted in 2001 by the pensioners’ representatives on the Canadian Forces and the Public Service Pension Advisory Committees

Convinced the Ontario Government to refrain from PSHCP first payor

  1. In 2007, successfully lobbied the Ontario government to withdraw proposed changes to the Ontario Health Insurance Plan that would have made the PSHCP the first payor for drugs

Participated in establishing an alliance of seniors groups to represent the interests of older Canadians

  1. Participated in the establishment of the Congress of National Seniors Organizations (CSNO). FSNA has chaired this Congress for a number of years. Since the incorporation of the CNSO in 2007, FSNA’s Executive Director has been the CNSO President.

Obtaining and protecting indexation for federal retirees

  1. Played a major role in the addition in 1970 and maintenance thereafter of full indexation of pensions

Securing Pensioners Dental Services Plan (PDSP)

  1. Convinced the federal Government to introduce in 2001 a subsidized dental plan for pensioners and their families

Highly subsidized Public Service Health Care Plan (PSHCP) premiums for federal pensioners

  1. FSNA played major negotiating role in convincing the Government to maintain in 2006 for the upcoming 5 years its subsidy of at least 75% of the cost of PSHCP for pensioners and to materially improve the covered benefits

Supplementary Death Benefit increased at no cost for federal retirees

  1. Successfully lobbied the Government to increase from $5K to $10K the ultimate amount of SDB for Public Service pensioners

Protected survivor’s allowances for surviving spouses of federal pensioners who remarry

  1. Obtained in 1989 the retention upon remarriage of survivor’s allowances for surviving spouses

Appointment of FSNA National Officers to federal government boards and committees

Convinced the Government to have FSNA:  

  1. Recommend the pensioners’ representatives on each of the Public Service and the Canadian Forces Pension Advisory committees

  2. Select the pensioners’ representative on the Pensioners’ Dental Services Plan Board

  3. Recognized as being one of the 3 parties to the PSHCP Trust Agreement and to having FSNA select a Trustee on the PSHCP Trust

 

 
Advocacy

FSNA is the largest and most influential advocacy group for federal retirees, representing pensioners from the Public Service, Canadian Forces, RCMP and retired federal judges.  We advocate for the protection and enhancement of our members’ pensions, health & dental insurance benefits, as well as seniors’ benefits in general.  We advocate to affect change at the policy level to enhance the quality of life for our members.  We also work to prevent the implementation of proposals detrimental to pensioners' interests.

 
How the FSNA is governed

A new governance structure and amended bylaws for the National Association of Federal Retirees were adopted by FSNA members on August 17, 2007 and approved by Industry Canada on September 13, 2007.

Board of Directors – FSNA's 15 voting directors are elected by and are accountable to the membership and represent FSNA as a whole.  Board members also form three Committees, namely, the Audit Committee, the Branch Coordination Committee and the Governance Committee.
