Mission Statement and Goals

Our Mission Statement:  to promote the interests and protect the benefits of federal pensioners now and in the future.

Our Goals:  (1) To protect and enhance the benefits of those in receipt of pensions under the superannuation acts (Public Service, Canadian Forces and Royal Canadian Mounted Police) and the Judges Act.

                 (2) To prevent the acceptance of proposals detrimental to the interests of federal retirees.

                 (3) To protect and enhance the benefits of seniors in general.

                 (4) To inform and assist federal retirees with regard to their rights as federal pensioners.

                 (5) To cooperate with other seniors'/pensioners' organizations on mutual objectives.

In the pursuit of its goal to protect your benefits and promote the interests of our members, FSNA represents members’ on many governmental and non-governmental committees: The following overview of the major partners with which FSNA is associated, gives the mandate of these committees and identifies the Association spokespersons. PENSIONS

Public Service Pension Advisory Committee

Mandate: To review matters respecting the administration, design and funding of the benefits provided under the Public Service Superannuation Act; make recommendations to the Minister about those matters; and review any other pension-related matters that the Minister may refer.

Canadian Forces Pension Advisory Committee

Mandate: To advise the Minister of National Defence on matters relating to Canadian Forces pensions. This committee is the ideal vehicle for bringing Canadian Forces pensioners' concerns to the attention of the Minister and senior officials.

Public Sector Pension Investment Board Nominating Committee

Mandate: Suggest candidates for membership on the PS Pension Investment Board. Vehicle for ensuring candidates are qualified to manage funds of Public Service, Canadian Forces and RCMP pension plans.

HEALTH

Public Service Health Care Plan (PSHCP)

As of June 1, 2007, a new not-for profit corporation called the Federal Public Service Health Care Plan Administration Authority replaced the Public Service Health Care Plan Trust (PSHCP Trust). The Administration Authority is managed by a Board of 10 directors charged with overseeing the administration of the PSHCP and of reviewing appeals of decisions on plan members' coverage or claims for reimbursements. A senior-level forum, the Partners Committee, is responsible for plan design changes and cost management strategies.

Pensioners' Dental Services Plan Board

Responsible for reviewing and advising Treasury Board on design and other issues relating to the dental plan including the selection of an administrator. The PDSP Board is one of the main means for FSNA to ensure that the needs of pensioners are reflected in plan design and administration.

ADVOCACY

Congress of National Seniors' Organizations

Mandate: To influence and shape politics and programs on aging through efficient and effective dialogue between seniors' organizations and all levels of government. The Congress consists of 12 national seniors' organizations, including FSNA.

FSNA Representative: Francis Bowkett, FSNA Executive Director and CNSO President

Canadian Council of Motor Transport Administrators (CCMTA)

Mandate: CCMTA is a non-profit organization comprised of representatives of the provincial, territorial and federal governments of Canada, which through the collective consultative process, makes decisions on administration and operational matters dealing with licensing, registration and control of motor vehicle transportation and highway safety. FSNA is an Associate Member of CCMTA.

FSNA Representative: Jennifer Stevens, Health Care Research & Advocacy Officer; and Davis Brown, an Ottawa member.

Common Front for Retirement Security (CFRS)

Mandate: Formed in June 2007, the CFRS is comprised of 22 seniors’ organizations giving voice to over two million organized Canadians. The CFRS evolved from the Common Front for Pension Splitting (CFPS) after its three-year advocacy campaign that prompted the federal and provincial governments to introduce pension splitting for married and common law households starting in tax year 2007. The CFRS advocates for better governance of pensions, investments and retirement savings.

Canadian Taxpayers Federation (CTF)

Mandate: The CTF is a federally incorporated, non-profit and non-partisan, advocacy organization dedicated to lower taxes, less waste and accountable government. The CTF has over 64,000 supporters nation-wide.
